Guided by the Local Government Code of 1991 and aligned with national development thrusts and the City’s priority thrusts, the Council has institutionalized a legislative agenda that supports the pillars of good governance, social protection, economic development, environmental management, and peace and order.

Public hearings, committee consultations, and inter-departmental coordination are integral parts of its legislative practice ensuring that every measure enacted is grounded on community needs and expert input. Furthermore, the adoption of digital systems for documentation, legislative tracking, and publication of legislative measures has elevated the efficiency and accessibility of the Sangguniang Panlungsod’s operations.

       In the previous cycle of the Local Legislative Award (LLA), the Sangguniang Panlungsod of Mandaluyong City was recognized as one of the Outstanding Local Legislative Bodies in the National Capital Region. This honor reflected the Council’s outstanding performance in the areas of responsiveness, effectiveness, and institutional governance as measured by DILG’s evaluation framework. The said recognition affirmed the City Council’s exemplary compliance with all performance indicators including legislative output, effectiveness of committees, codification of ordinances, legislative tracking systems, and the maintenance of updated records and archives. It also highlighted the Council’s active collaboration with executive departments and local special bodies, as well as its strong adherence to ethical standards and accountability mechanisms.

       The award served not only as a symbol of distinction but also as an inspiration for the Council to elevate its performance further. Building upon this recognition, the Sangguniang Panlungsod strengthened its internal mechanisms, adopted new digital innovations, and reinforced its engagement with community sectors to ensure that legislation remains both inclusive and forward-looking.

       Over the years, the Sangguniang Panlungsod of Mandaluyong City has crafted and enacted numerous landmark ordinances and resolutions that have significantly contributed to the City’s development and resilience. Among its notable achievements are:

• Comprehensive Codification of City Ordinances, providing a coherent, accessible, and updated legal framework that guides governance and enforcement across all sectors.
• Legislation on Environmental Protection including ordinances on solid waste management, air quality preservation, and green open spaces, and drafted rainwater harvesting ordinance all aligned with climate resilience goals and Urban Sustainability like the Underground Wiring enactment.
• Social Protection Measures, such as ordinances institutionalizing socialized housing programs, gender and development initiatives, support for persons with disabilities, senior citizens, and solo parents, and expanded health and educational assistance.
• Peace and Order Legislation, encompassing anti-mendicancy, CCTV installation, and disaster preparedness measures that ensure public safety and security
• Economic and Taxation Reforms, including measures that enhance business competitiveness, promote investment, and strengthen local revenue generation and efficiency in collection.
• Digital Transformation Initiatives, promoting paperless sessions, e-legislation systems, and online access to ordinances and resolutions to improve transparency and public engagement.

       The Sangguniang Panlungsod of Mandaluyong City continues to embody the essence of legislative excellence which not only legislates but also leads with vision and compassion. Guided by the leadership of the City Mayor and the Presiding Officer and inspired by its recognition in the previous LLA cycle, the Council remains committed to advancing responsive and evidence-based local governance.

       Ang Sangguniang Panlungsod ng Mandaluyong ang pangunahing sangay na gumaganap ng kapangyarihang lehislatibo ng Pamahalaang Lungsod ng Mandaluyong. Ito ang lupon na bumubuo, sumusuri, at nagpapatibay ng mga patakaran, kautusan, at kapasiyahan na naglalayong isulong ang kaayusan, kaunlaran, at kapakanan ng mamamayan ng Lungsod, alinsunod sa Konstitusyon ng Pilipinas at ng Republic Act No. 7160 o Local Government Code of 1991.

       Bilang katuwang ng Ehekutibong Sangay, ang Sangguniang Panlungsod ay nagsisilbing tagapagbalangkas ng mga lokal na batas at tagapagbantay sa wastong paggamit ng kapangyarihan at pondo ng pamahalaang lokal.

       Ang Sangguniang Panlungsod ng Mandaluyong ay binubuo ng:

• Pangalawang Punong Lungsod bilang Presiding Officer;
• Mga halal na Konsehal;
• Mga ex-officio na kasapi, kabilang ang Pangulo ng Liga ng mga Barangay, Pangulo ng Pederasyon ng Sangguniang Kabataan, at kinatawan ng sektor;
• Kalihim ng Sangguniang Panlungsod na nagsisilbing tagapangasiwa ng mga rekord at dokumento ng sanggunian.

       Bumubuo at nagpapatibay ng mga Kautusan at Kapasiyahan na nagtatakda ng mga patakaran, alituntunin, at hakbang para sa epektibong pamamahala ng lungsod, kabilang ang:

• Pagpapanatili ng kapayapaan at kaayusan;
• Pangangalaga sa kalusugan, kaligtasan, at kapakanan ng mamamayan;
• Pangangalaga sa kapaligiran at likas-yaman;
• Pagsusulong ng serbisyong panlipunan at pangkabuhayan.

• Pagsusuri at pagpapatibay ng taunang badyet ng Lungsod ng Mandaluyong;
• Pagpapahintulot sa paggugol ng pondo ng Lungsod alinsunod sa umiiral na batas;
• Paglikha ng mga hakbang para sa wastong pangongolekta ng buwis at iba pang lokal na kita.

• Pagsusuri sa mga ulat, programa, at proyekto ng ehekutibong sangay;
• Pagtitiyak na ang mga proyekto at aktibidad ng Pamahalaang Lungsod ay naipatutupad nang naaayon sa batas at para sa kapakinabangan ng publiko;
• Pagsasagawa ng mga pagdinig at imbestigasyon bilang bahagi ng kapangyarihang lehislatibo.

• Pagsisilbing tinig ng mga mamamayan sa pamamagitan ng pagtanggap at pagtalakay sa kanilang mga hinaing, mungkahi, at pangangailangan;
• Pakikipag-ugnayan sa iba’t ibang sektor ng lipunan upang matiyak na ang mga panukalang batas at patakaran ay tumutugon sa tunay na kalagayan ng komunidad.

       Upang maging mas episyente ang pagganap ng mga tungkulin, ang Sangguniang Panlungsod ay bumubuo ng iba’t ibang Standing at Special Committees na nakatuon sa partikular na larangan tulad ng pananalapi, kalusugan, edukasyon, kapaligiran, imprastraktura, at iba pa. Ang mga komiteng ito ang nagsusuri ng mga panukala bago ito iharap sa plenaryo para sa pinal na pagtalakay at pagpapatibay.

       Layunin ng Sangguniang Panlungsod ng Mandaluyong na:

• Magbalangkas ng makabuluhan at makataong mga patakarang lokal;
• Isulong ang mabuting pamamahala, pananagutan, at transparency;
• Tiyakin ang inklusibo at sustenableng kaunlaran ng Lungsod ng Mandaluyong;
• Patatagin ang tiwala ng mamamayan sa lokal na pamahalaan sa pamamagitan ng tapat at episyenteng paglilingkod.

       Ang Secretariat ng Sangguniang Panlungsod ng Mandaluyong ang nagsisilbing pangunahing tanggapan na nagbibigay ng administratibo, teknikal, at dokumentaryong suporta sa Sanggunian. Ito ang gulugod (backbone) ng operasyon ng lehislatura ng lungsod na tumitiyak sa maayos, sistematiko, at episyenteng pagganap ng mga tungkulin ng mga halal na opisyal.

       Bilang tagapag-ingat ng mga rekord at proseso ng Sangguniang Panlungsod, ang Secretariat ay may mahalagang papel sa pagpapanatili ng kaayusan, katumpakan, at integridad ng mga gawaing lehislatibo.

• Paghahanda ng mga agenda, minutes, at opisyal na dokumento ng mga regular at espesyal na sesyon, mga pampubliko, ehekutibo at pang komiteng pagdinig ng Sanggunian;
• Pagpoproseso, pagdodokumento, at pag-iingat ng mga panukalang Kautusan, Kapasiyahan, at iba pang opisyal na aksyon ng Sanggunian;
• Pagbibigay ng teknikal at procedural na gabay sa mga Miyembro ng Sanggunian kaugnay ng mga patakaran at alituntunin ng lehislatura;
• Pakikipag-ugnayan sa mga tanggapan ng ehekutibong sangay, pambansang ahensya, barangay, at iba pang stakeholder hinggil sa mga usaping lehislatibo;
• Pagtitiyak na ang lahat ng dokumento ng Sanggunian ay naipapadala, naipapaskil, at naipapahayag alinsunod sa itinakdang mga tuntunin sa transparency at public disclosure.

       Ang Secretariat ay aktibong katuwang sa bawat yugto ng prosesong lehislatibo—mula sa pagtanggap ng mga panukala, pag-endorso sa mga komite, pagmomonitor ng mga pagdinig at sesyon, hanggang sa pinal na pagpapatibay at transmittal ng mga pinagtibay na kautusan at kapasiyahan sa Punong Lungsod at sa mga kinauukulang tanggapan.

       Layunin ng Secretariat ng Sangguniang Panlungsod ng Mandaluyong na:

• Suportahan ang Sanggunian sa tapat, maagap, at propesyonal na paraan;
• Panatilihin ang mataas na antas ng kahusayan, katumpakan, at integridad sa mga gawaing lehislatibo;
• Maging katuwang sa pagsusulong ng mabuting pamamahala, transparency, at pananagutan sa lokal na pamahalaan.
