The Sangguniang Panlungsod of Mandaluyong City stands as one of the most dynamic, proactive, and people-centered local legislative bodies in the National Capital Region. Anchored on the city's vision of a premier city performing effectively in administering its social, economic and environmental programs in an atmosphere of harmony, equity and peace, the City Council has continuously translated the leadership agenda of the City Government into effective, inclusive, and sustainable local policies.

As the policy-making arm of the City Government, the Sangguniang Panlungsod ensures that every ordinance and resolution passed is responsive to the evolving needs of its constituents. Guided by the Local Government Code of 1991 and aligned with national development thrusts and the city's priority thrusts, the Council has institutionalized a legislative agenda that supports the pillars of good governance, social protection, economic development, environmental management, and peace and order.

The Council's commitment to transparency and accountability is reflected in its open, participative, and consultative process of lawmaking. Public hearings, committee consultations, and inter-departmental coordination are integral parts of its legislative practice — ensuring that every measure enacted is grounded on community needs and expert input. Furthermore, the adoption of digital systems for documentation, legislative tracking, and publication of legislative measures has elevated the efficiency and accessibility of the Sangguniang Panlungsod's operations.

Recognized Excellence In the previous cycle of the Local Legislative Award (LLA), the Sangguniang Panlungsod of Mandaluyong City was recognized as one of the Outstanding Local Legislative Bodies in the National Capital Region. This honor reflected the Council's outstanding performance in the areas of responsiveness, effectiveness, and institutional governance as measured by DILG's evaluation framework — affirming exemplary compliance in legislative output, committee effectiveness, codification, tracking systems, and ethical standards.
